Introduction of changes for late notifications and late BL Collection Fees
Important surcharge changes you should be aware of and prepare for.
Over the past few days we at Aerona (Air & Sea) Customs Clearing Agents Ltd have received a couple of important notifications from Singapore and Southampton Port Authorities to advise us of imminent surcharge changes that could affect your methods of business and also the basis of your financial planning.
We thought that is was important that we pass on the information we have received so that you can take appropriate action now and avoid future penalties as a result of these surcharge changes.
First of all, the letter we received from Southampton Port Authority relates to: Late pre-notification charge for late notifications relating to receipt of official documents.
Briefly the letter states that following withdrawal of the temporary contingency measures to official controls at Border Control Posts (BCPs) during the COVID-19 outbreak, Southampton Port Authority has now decided to re-introduce their late notification charge for late notifications relating to receipt of official documents.
These are namely CHEDPs, CHEDDs PDDs and COIs.
The important element within this surcharge changes letter states that all agents/persons responsible for load will be charged £61.50 for any late notifications received from 15th August 2022.
The other letter we received was from Ocean Network Express (ONE) Singapore. The surcharge changes referred to in this letter concern Late BL Collection Fees (LCB) for shipments moved on cash terms.
The letter states that LCB will be applied when:
1. Bill of Lading (Original Bill of Lading or Seaway Bill) could not be released due to late settlement of freight/surcharges.
2. Definition of late settlement: Freight/surcharges received into ONE account, 14 days or more from Actual Departure (ATD) of the loading vessel.
3. The charge will be applied on per BL basis as described below.
The Late BL Collection Charge is applicable from Singapore across all trade lanes and services and will be valid until further notice.

You should note that these surcharge changes become effective from 5th September 2022.
